What is Punjab Citizen Feedback Monitoring Program (CFMP)?

Punjab Citizen Feedback Monitoring Program (CFMP), aka The Punjab Model, is being hailed worldwide.
The CFMP relies on quantifiable feedback gathered from citizens at varied public service delivery touch-points as opposed to perception-based feedback, hence circumventing cultural biases regarding state of corruption in Pakistan. By reaching out to the public, the government intends to empower citizens to speak freely with a significant degree of anonymity, and put administrative pressure on government officials, ultimately leading to better service delivery.
This innovative approach towards governance can be traced back to the “The Jhang Model”, a brainchild of Mr Zubair K. Bhatti, former DCO of Jhang. The main purpose behind the Jhang Model was to check standards of service delivery by directly interacting with the people .The model was a huge success and soon caught the attention of higher officials; as there was a visible decline in corruption trends within the district.
By July 2008, Chief Minister of the Punjab issued an order to implement the Jhang Model in all districts of Punjab. The model, therefore, aims to solicit feedback from citizens for improving service delivery in the public departments by highlighting inefficiency and corruption.
